The slow and uneven development of this technology. Time-sharing
is universal now, but the systems suffer from their origins.
Computer technology developed rapidly at first when each
new system represented a fresh start. Later the field developed
many commitments to previous ways of doing things and its young
fogies.
Think of technology in terms of opportunities not effects.
Computerizing the Library of Congress is still the right thing
to do. Mention the French project. Maybe the Japanese will do it.
